What is the difference between solving an equation such as 5y + 3 - 4y - 8 = 6 + 9 and simplifying an algebraic expression such as 5y + 3 - 4y - 8 ? If there is a difference, which topic should be taught first ? Why ?

This is the given equation. 5y+3-4y-8=6+9
y-5=15 Combine like terms: 

5y-4y=y, 3-8=-5 & 6+9=15
Add 5 to both sides y-5+5=15+5
Simplify y=20

5y+3-4y-8 This is the given algebraic expression
y-5 Combine like terms:

5y-4y=y&3-8=-5

By inspection, we can see that first we have to solve both sides given algebraic expression in the equation. So algebraic expression should be taught first.
