This is an application of total internal reflection. In this process, when a light is travelling from a medium of greater refractive index to a medium of lower refractive index, then at critical angle all the incident light get reflected from the interface.
So that means the refractive index of core is greater than that of clad. And the purpose of this is to keep the light inside of the core.
