A matrix will have an infinite number of solutions if using Gaussian elimination to solve it in row-echelon form results in a true statement of 0 = 0 in one of the rows. If every entry in a row is a 0, then the statement "0 = C" is true for that row.
For example, the augmented matrix [123|4015|6000|0] has infinitely many, solutions since the bottom row of 0=0 is a true statement.
