The difference between the speed of light in vacuum and the speed of light within the medium is known as the absolute refractive index of a medium. n = c/v if c is the speed of light in a vacuum and v is the speed of light in a medium.
The ratio of two media's absolute refractive indices determines the relative refractive index between them. Any material medium's relative refractive index can be larger or less than unity even though its absolute refractive index is always greater than unity.
