How do you simplify $\left(4-8i\right)+\left(-13+23i\right)$ and write in $a+bi$ form?

Step 1
To add/subtract complex numbers , collect the real parts together and the imaginary parts together.
If $\left(a+bi\right)$ and $\left(c+di\right)$ represent 2 complex numbers then
$a+bi+c+di=\left(a+c\right)+\left(b+d\right)i$
and $a+bi-\left(c+di\right)=\left(a-c\right)+\left(b-d\right)i$
hence $4-8i-13+23i=-9+15i$
