Multiply each side of the inequality by -2 to solve for v. However, the rule is whenever you multiple or divide an inequality by a negative number you must reverse or "flip" the inequality:
$-2\cdot -\frac{v}{2}\le -2\cdot 3.5$
$\frac{2v}{2}\le -7$
$v\le -7$
