We always reciprocate one of the fractions when the division symbol is given with them. That is either the first or the second fraction. When a fraction is reciprocal, the numerator and denominator are written as opposites of each other. I'll reverse the second fraction here. Also take note that the division symbol becomes the multiplication symbol when we reciprocate fractions.
Then our equation can be rearranged as:

now we can cut 4 and 16; 4 times 4 is 16 therefore 4 will be remaining in the denominator of the first fraction while 1 will be remaining in the numerator of the second fraction:
