$A=\left[\begin{array}{cc}16& 4x\\ x& 9\end{array}\right]$

If A is a singular matrix, then $det\left(A\right)=0$
$⇒\left[\begin{array}{cc}16& 4x\\ x& 9\end{array}\right]=0$
$⇒16\left(9\right)-4{x}^{2}=0$
$⇒-4\left({x}^{2}-36\right)=0$
$⇒{x}^{2}-36$
$\therefore x=±6$
Therefore for the matrix A is singular.
