There must not be any net force acting on the particle if it is moving at a constant speed.
Since the magnitude of the 1st force =2.625.83=3.21N then the magnitude of the 2nd force must be +3.21N to make the net force equal to zero.
Since force = mass x acceleration, this means acceleration = zero and the particle is travelling at constant velocity.
A good example of this is when a falling object, such as a parachute, reaches terminal velocity.
In this case weight = air resistance and the chute falls at a constant rate.
