Because it is relative to the observer, motion cannot be independently measured. Therefore, a body is considered to be in motion if its position and location with regard to the observer are changing throughout time.
An spectator standing on the ground might see the door of a moving train as being in motion, for instance. Regarding a passenger riding in the moving train, however, it is at rest.
