And tangent is 4x+3y =12
So radius is distance of tangent and centre
R = 16 + 10.5 12 5 = 3.5
So eqn is
( x + 4 ) 2 + ( y 1.5 ) 2 = 3.5 2 x 2 + y 2 + 8 x 3 y + 6 = 0 (ans)
