There isn't one that doesn't use calculus that I'm aware of.
An nth degree polynomial in calculus has a derivative that is an n-1 degree polynomial. The original polynomial's potential turning points can be found at any one of the derivative's maximum n-1 zeros. Therefore, there can only be n-1 turning points.
