Is $x={y}^{2}$ a function?

A function only outputs one y for each x.
Because the contrary will be true, there will always be two y's for every x in this situation.
$y=+\sqrt{x}\phantom{\rule{1ex}{0ex}}\text{or}\phantom{\rule{1ex}{0ex}}y=-\sqrt{x}$
Example:$x=4\to y=-2\phantom{\rule{1ex}{0ex}}\text{or}\phantom{\rule{1ex}{0ex}}y=+2$
