Pauli's exclusion principle, which stipulates that no two electrons in an atom may have the same 4 primary quantum number, is being reiterated here. The four electronic quantum numbers of an electron in an atom should never be identical. Since only two electrons may be held in an orbital at once, the two must have opposing spins. According to this, the second electron must be assigned to spin down (-1/2) if one electron is assigned to spin up (+1/2).
