The top of the atmosphere is fixed. As a result, there is less atmosphere above you as you ascend in altitude. Because there is less atmosphere, there is also less atmosphere in that mass. Atmospheric pressure is what gives the atmosphere its mass.
Gay-lussac's law states that pressure and temperature are proportional, so when one drops so does the other.
