First you find the slope of the given points
by the formula
m = y 2 - y 1 x 2 - x 1
m = 4 - ( - 3 ) - 1 - 12 = - 7 13
so the slope of a perpendicular line to the given line is the reciprocal of the slope of that line with changing the sign too
so the perpendicular line slope is
13 7
