If the lines are parallel, then the slopes are the same.
y = 1 2 x - 3 gives you m = 1 2
You also have a point, (−2,1) which is (x,y)
So, you can now substitute m, x, and y into y=mx+c to be able to find c
1 = ( 1 2 ) ( - 2 ) + c
1 = - 1 + c
2 = c
y = 1 2 x + 2
