When a line is parallel to another line, that means that their gradients are the same ie your new line will have the gradient m = 1 3 since y = 1 3 x + 3 is in the general form y=mx+b where m is the gradient
Using the point-gradient method,
( y - 1 ) = 1 3 ( x - 4 )
3 y - 3 = x - 4
x - 3 y - 1 = 0
