We know that a matrix A is invertible if and only if its determinant is non zero. Here A=[1,k,0,9,1,9,0,k,1]. Now
det(A)=|[1,k,0,9,1,9,0,k,1]|=1(19k)+9(9k)=19k81k=190k.
Thue if k=190, thus det(A) is zero and hence A is not invertible.
