According to the newton's first law, when a body is at rest it remains at rest, if it is in motion, it remains in motion until and unless an external force is not applied on the body.
It is called the law of inertia.
When the elevator is descending and then stopping rapidly, due to the Newton's first law of inertia, the blood moves towards the feet.
Due to the inertia of blood, it continues to move in the downwards direction when the elevator is stopping rapidly and the blood rushes from your heat to feet.
