Let C be the event that someone has visited Canada, and M be the event that someone has visited Mexico.
We need to find P(CM). By definition, P(CM)=P(CM)P(M)=0.040.09=4944.44%
If they were disjoint, we would have P(CM)=0=0.04
Therefore, they are not disjoint.
They are independent if and only if P(CM)=P(C)P(M)
However, P(CM)=0.04
P(C)P(M)=0.180.09=0.0162
Therefore, P(CM)=P(C)P(M)
so C and M are not independent.
