parallel lines have equal slopes so the equation of the line is :
y = - 1 2 x + C
since the point (3,1) is on the line so we can substitute it in the
equation above to find C ;
1 = - 1 2 ( 3 ) + C ,
1 = - 3 2 + C ,
1 + 3 2 = C ,
C = 5 2
the overall equation is y = - 1 2 x + 5 2
