Since sound waves travel through a medium. The property of the medium must also put into consideration. In high frequency the travel is decreased and the energy is lost quickly. In low frequency, the travel is increased and the energy is more conserved. The concept for this is because in high frequency, the particles tend to be more active, thus the energy used is also increased. The same goes with low frequency but the opposite.
