I believe that it is the same as an alternating series. If that is the case, then an oscillating series is a series of the form:
$\sum _{n=0}^{\mathrm{\infty }}\left(-1{\right)}^{n}{b}_{n}$, where ${b}_{n}\ge 0$
For example, the alternating harmonic series
$\sum _{n=1}^{\mathrm{\infty }}\frac{\left(-1{\right)}^{n}}{n}$
is a convergent alternating series.
