Just to make calculation looks simples we think out of 100 unitial rating is 45
After a scandal his rating decrease by 30% ie
45 30 %  of  45 45 30 100 × 45 = 70 100 × 45 = 31.5
i.e out of 100 his final rating is 40.95 = 41%
