if you say that the boats is going some speed x and that it travels some distance y
x+3=2/3y
and upstream
x-3=1y
solve for x and y
x=15mph and y=18 miles

let v b be the boat velocity & v be the velocity of water.
downstream:-
( v b + v ) t d = s...(1) where t d is time taken for downstream.
upstream:-
( v b v ) t u = s...(2) where t u is time taken for upstream.
as 's' is same
equating (1) & (2) & by substituting the values we get v b = 15 m p h
