A cluster sampling is a technique that is used to grouping the same group of object like school, district, voting, blocks. While the stratified sampling divides the hetrogenous data set into a homogenous data set so we can divide the target population into strata as per our requirements.
It is given that there are 2,000 peoples from the population of the city regarding their opinions on a number of issues related to self-rule.
Since it is given that Washington D.C is a city in which many neighborhoods are poor and many neighborhoods are rich with very few falling between the extremes.
Here, the researchers who were administering the survey had reasons to believe that the opinions expressed on the various questions will be highly dependent on income.
Since there is not specifies about the number of blocks where neighborhoods are poor and rich we could not apply cluster sampling due to cluster sampling is used when the data comes in natural groups.
Further, to test the claim/belief he needs to use stratified random sampling because data would be collected randomly then they needed to target the strata or create their own groups (strata) such as rich, poor, and extreme people.
