Use the following formula:
4 + 4x = 4.50
Where x would be the percentage rate in decimal form.
Solve for x
4 + 4x = 4.50
4x = .5 (Subtraction)
x = .125 (Division)
Multiply .125 by 100 to turn it into a percent
.125(100) = 12.5%
You can check it by multiplying 4 by .125 and adding it back to 4and you will get 4.50.
