F=keq1q2r2
where
ke is the Coulomb's constant
q1 and q2 are the two charges
r is the separation between the charges

In our problem, 

q1=25μC=25×10-6C

q2=3mC=3×10-3C
r=35cm=0.35m
Therefore the electrostatic force is
F=(8.99×109Nm2C-2)(25×10-6C)(3×10-3C)(0.35)2=5510N
