Remember that the limit definition of the derivative goes like this:
f(x)=limh0f(x+h)f(x)h
So, for the posted function, we have

By multiplying out the numerator,
=limh0mx+mh+bmxbh
By cancelling out mx's and b's,
=limh0mhh
By cancellng out h's,
=limh0m=m
Hence, f'(x)=m.
