Difference:
1. Probabilistic sample selection:
The method in which each item of population contains a known and realized probability of random inclusion in the sample is said to be probabilistic sample selection.
The samples of probabilistic sample selection are unbiased and contain less error.
2. Statistical measurement:
The statistical measurement divides the data in specific data scales which are nominal, ordinal, ratio and interval. It helps in managing the data more effectively.

The circumstances under which probabilistic sample selection method can be used without the statistical measurement is when the population is smaller and the probability sample selection will provide better conclusion than the statistical measurement.
