Since, we know that diameter of the circle is twice the radius of the same circle. Here, the length of the rectangle is 32 cm and breadth is 16 cm.So, the half length will be the diameter of the circle and half of the breadth will be the radius of the circle which will give us the same value.Since, the rectangle will be the tangent of each circles. So, if we draw a line perpendicular to it from the center of each circles then we get the radius parallel to the breadth of the rectangle.So, we can say that diameter of both the circle will be 16cm.So, the radius of each circle will be $\frac{16}{2}=8cm$.Also, we know that circumference of the circle is of the circle.Thus, the value of circumference of one circle will be $2\pi r=16\pi$ which is approximately 50.26.So, the value of total circumference of the circle $=2\pi \left(8\right)+2\pi \left(8\right)$ which give us$=16\pi +16\pi$$=32\pi$$=100.53cm$Hence, total circumference of the circle $=100.53cm$.
