that is (x,y)r(cosθ+isinθ) 
r=x2+y2 
θ=tan1(yx) 
here x=1and y=3 
r=(1)2+(3)2=2 
1+i3 is in the second quadrant so we must ensure that θ is in the second quadrant 
θ=tan1(3)=π3 related acute angle 
θ=(ππ3)=2π3 in second quadrant 
1+i3=2(cos(2π3)+isin(2π3))
