y=A(xh)2+k
where (h, k) is the vertex and A is the stretch factor
Now first plug the vertex (h, k)=(6, 1)
y=A(x+6)21

Now plug the point (x, y)=(8, 3)+0 solve for A
3=A(8+6)213=A(2)21
