$V = K \frac{q}{r}$
$V_{1} = \frac{K q}{\frac{r}{2}} + \frac{K q}{\frac{r}{2}}$
$V_{1} = \frac{4 K q}{r}$
$K \frac{q}{r} = \frac{V_{1}}{4}$
Potential at a place 25% of the distance between two particles is:
$V_{2} = K \frac{q}{0.25 r} + K \frac{q}{0.75 r}$
$V_{2} = K \frac{q}{r} \cdot (\frac{1}{0.25} + \frac{1}{0.75})$
$V_{2} = \frac{V_{1}}{4} \cdot (\frac{1}{0.25} + \frac{1}{0.75})$
$V_{2} = \frac{300}{4} \cdot (\frac{1}{0.25} + \frac{1}{0.75})$
$V_{2} = 400 V$
