The given matrices are A=[102310103], B=[103310102]
Note that the matrix A can be obtained by interchanging the rows R1 and R3 of B.
Perform the same operation in I=[100010001] and obtain that R=[001010100]
Check the condition as follows.
EA=[001010100][102310103]
=[103310102]
=B
Thus , the required elementary matrix is E=[001010100]
