As per Henderson-Hasselbalch equation :- 
pH=pKa+log[A][HA] 
HA(CH2CHOHCOOH) is the acid and A(CH2CHOHCOONA) the conjugate base of it.
Given pKa=3.86[CH2CHOHCOOH]=0.12M and [CH2CHOHCOONA]=0.11M 
pH=3.86+log0.110.12 
Result:
pH=3.822
